How do I legally rehome an animal I don't want to take care of?

So my wonderful spouse found a dog on the street and brought it home today. It has tags from Las Vegas, NV. We call the animal shelter down there, they contact the owner. The owners were married, now one of the dog's owners has died; and the other contacted owner doesn't want it. What the heck do I do with this canine hot potato? I can send it to the pound; but have to pay mandatory "donation" of $60. If I turn it out, I think I could be prosecuted for animal neglect (I believe a felony). This is what happens when a stupid wife and stupid dog combine. For the record; rental contract says no dogs; and this is not the first time my place of living has been in jeopardy. I know how to separate from the wife; how do I separate from this dog without having to pay for it?
