Star Wars Question/Rant?

Well, If you have watched the Star Wars franchise you would know that the Jedi are trained at a young age. What I don't understand is Luke Skywalker was sent to Tatooine to be watched over by Obi-Wan. Why didn't Obi-Wan train Luke Skywalker to become a Jedi so he could kill Darth Vader?
